Online Reporting System Instructions
(for use by District Grievances Redressal Officers)

In pursuance of instructions contained in Government of India letters No. 15-33/2016-NFSA dt. 24.03.2017 and No. 15-33/2016-NFSA dt. 22.03.2018,  District Grievances Redressal Officers had been directed to submit monthly/quarterly reports on the status of complaints received and redressed  on a monthly/quarterly basis which from beneficiaries entitled to assistance under the Priority Household (PHH) and Antyodaya Anna Yojana (AAY)  programmes and TPDS.

Till date, all forms containing the status of complaints received and redressal of such complaints was submitted to the Commission in hard copy.  Due to various factors, reports were either inordinately delayed or not received altogether by the office of the Commission. Hence, in order to  achieve timely submission of the monthly reports and reduce the work load of the DGROs, an online reporting system integrated into the existing  MSFC portal has been developed with collaboration of NIC, Meghalaya.

The MSFC Online Portal  is an online portal for District Grievance Redressal Officers (DGROs)) to submit the  Monthly & Quarterly  Reports to the Meghalaya State Food Commission (MSFC). Users can log in to the portal using the  Login Form here  and entering the Username and Password provided to them.

DGROs will be able to login on the Meghalaya State Food Commission website  www.megsfc.gov.in  and access the online forms through an authorised login ID and password.  This system will help the DGROs to fill all details online and submit the monthly forms on time. 


1. Changing Password

Users in the system shall be provided with a unique Username and Password to log into the system.  To change the password, go to the navigation menu and click on:

Instructions for changing the password will appear on the screen.


2. DGRO Submission of Monthly and/or Quarterly Reports

Once logged in to the online portal, DGROs can initiate their Monthly/Quarterly reports either by:

  • On the homepage, click on either  Submit Monthly Report or Submit Quarterly Report  button.
  • Going to the navigation menu, click on Reports, then choose either  Submit Monthly Report or Submit Quarterly Report .


3. Submission of Monthly Reports

Once a user clicks on 'Submit Monthly Report' button or link they will be see a form for submission of Monthly report. Procedure for filling up and submission of Monthly report is as follows:

  1. Select the Year for which report is being submitted.
  2. Select the Month for which the report is being submitted.
Note: If a report already exists for the provided Year and Month, the data will be present.  If the report was submitted as a Draft Report, the user will be able to re-edit and make changes to the report.  If report was saved as Final Report, the user will still be able to view the report but will not be able to edit the data.

Filling up the Form for monthly reports

The form fields have been replicated from the offline form presently in use.

  1. Whether Appointed or Designated - Choose either Appointed or Designated.
    • If Designated option is chosen, please indicate the Officers designated as DGROs.  If Designated, this is a required field.
  2. Whether procedure for lodging complaints/grievances and timelines for their disposal have been prescribed?
    • Options: Yes or No
    • If Yes option is selected, please provide a copy in either jpg, jpeg, png or pdf formats only.
    • If No option is selected, this field is not required.
  3. Steps taken to give publicity and generate awareness about DGRO for redressal of grievances.
    • This is a required field.
  4. Grievances Received and Disposed by DGROs
    • Provide the data for the fields in a number format. If no data count/data is not available then enter digit "0" (Zero) only.
  5. Nature of total Grievances
    • Provide the percentages of data for the fields in number format. If no data count/data is available then give digit "0" (Zero) only.
  6. Average number of days taken in disposal of grievances
    • This is an Optional Field

Once all the required fields are filled, you can click on either Save as Draft or Submit Final Report button.

  • If Report is saved as draft, you can revisit and re-edit the data.
    Note: Reports that are saved as Draft are only visible to you.
  • If Report is submitted as final report, you will not be able to re-edit the data.

Note:Final Reports can be seen by the State level user as well as the District level user.  If a Final Report requires re-entry/correction/editing, a request must be made by the District to the State level User to allow the editing of the Report.


4. Submission of Quarterly Reports

Once a user clicks on the 'Submit Quarterly Reports' button or link they will see a form for submission of Quarterly reports.  Procedure for filling up and submission of Quarterly report is as follows:

  1. Select the Year for which report is being submitted.
  2. Select the Month for which the report is being submitted.
Note: : If a report already exists for the provided Year and Quarter, the data will be visible.  If the report was submitted as a Draft Report, the user will be able to re-edit and make changes to the report.  If report was saved as a Final Report, the user will still be able to view the report but will not be able to edit the data.

The rest of the form fields are replicated from the offline form presently in use.

  1. Grievances Received and Disposed by DGRO
    • Provide the count of data for the fields in number format. If no data count/data is available then enter digit "0" (Zero) only.
  2. Nature of Grievances
    • Provide the count of data and percentages for the fields in number format. If no data count/data is available then enter the digit "0" (Zero) only.

Once the all the required fields are filled, you can click on either Save as Draft or Submit Final Report button.

  • If Report is saved as draft, you can revisit and re-edit the data.
    Note: Reports that are saved as Draft are only visible to you.
  • If a Report is submitted as a final report, you will not be able to re-edit the data.

Note:Final Reports can be seen by the State level user as well as the District level user.  If a Final Report requires re-entry/correction/editing, a request must be made by the District to the State level User to allow the editing of the Report.
